Minimum environmental criteria in Italy

  • The CAM (minimum environmental criteria) for buildings consist of a set of criteria aimed at improving environmental sustainability in accordance with the ministerial decree by the Italian government on 11 October 2017.
  • The CAM are part of the European Green Public Procurement (GPP) plan aimed at reducing the consumption of public administrations. They are therefore primarily aimed at public procurement.
  • The CAM are also applied in the private construction sector in accordance with legislative decree DL 34/2020 (‘Decreto rilancio’), which includes the ‘Superbonus 110%’.

Trocellen’s CAM-compliant products can be used and installed in public and private construction projects applying for the Superbonus 110%.

MINIMUM ENVIRONMENTAL CRITERIA FOR CONSTRUCTION: CAM

CAM – PUBLIC BODIES

The Minimum Environmental Criteria for Buildings (ministerial decree by the Italian government on 11 October 2017) are an integral part of the European Green Public Procurement (GPP) plan aimed at continuously improving environmental sustainability and reducing consumption in public administrations. The public contracting authority must include the CAM as additional criteria for reducing the environmental impacts of buildings in the tender conditions. Compliance with these criteria is therefore checked for every public construction project.

CAM – SUPERBONUS 110%

Minimum environmental criteria have also been extended to the private construction sector with the ‘Decreto Rilancio 2020’. Legislative decree DL 34/2020, (‘Decreto Rilancio’), later converted into formal legislation through Law 77/2020, introduced a specific requirement regarding compliance with the CAM of insulation materials in Article 119.

The minimum environmental criteria apply to insulation used to thermally insulate opaque surfaces (part of the so-called ‘primary measures’). Insulation materials are not required to comply with the CAM for other measures covered by the Superbonus 110%, such as primary measures to increase plant efficiency and secondary measures to increase energy efficiency.

CAM COMPLIANCE OF TROCELLEN PRODUCTS

CAM compliance has different criteria depending on the product category. Trocellen Insulation offers solutions and products for thermal and acoustic insulation. There are specific criteria for this type of material (found under 2.4.2.9), which are in addition to the general criteria common to all materials used (concerning ‘hazardous substances’, for example). The analysis carried out by Trocellen, which can be downloaded below, proves the compliance of the product range mentioned.

Please note that this refers to ‘compliance’ with the minimum environmental criteria, not to a certificate or certification for the CAM. There is no clear certificate that proves the compliance of the products with the CAM.

In fact, each product category has to meet specific criteria and a precise evaluation of these must be carried out.

The Trocellen CAM document followed this integrated approach, meaning Trocellen’s CAM-compliant products can be used and installed in public and private construction projects to which these criteria apply.
